Inconsistent Commissioner ruling

Post by PoRnHack » Wed Feb 03, 2016 3:39 pm

The following irregularity occurred on Feb 2 during the series between Mar Sara Hazards and Redstone Marauders.
Replay can be watched here: http://www.twitch.tv/zealothockey/v/39971471

Synopsis: commissioner Teroh made the ruling that HALOUNSC is not allowed to play as goalie; the ruling was stated at the start of games 1 and 2; 1 minute into game 2 neutral remake, Teroh reversed the ruling. Mar Sara is of the opinion that such sudden reversals of ruling are not appropriate and even if they were then they should be accompanied by corrective actions (e.g., commish pause game, issue remake, allow roster changes for 2nd team, etc.).

Details:
Game 1 starts. Teroh over cast: "HALOUNSC get out of net, Halo, you're skating... Halo in net is not within the spirit of probe league, not in the slightest." Teroh via in-game chat: "get out of net halo. you're skating"

Mar Sara accepts this as official ruling by the commissioner, per following published rule:
“The Spirit of Probe League Rule” – This is an intentionally vague rule intended to be
enforced by League Management for the best interests of Probe League. It allows
application of unwritten rules and/or intentional non-enforcement of existing rules to
allow for maximum operation of Probe League, assuming that the ruling is somehow
benefiting Probe League as a whole.
Game 2 starts. Mar Sara swaps 2 of its 4 players; this decision was impacted by the knowledge of the ruling that Halo is not allowed to goalie.
themusic is in net; Alassau failed to load into the game and we execute a neutral RM.
Game 2 RM. Alassau is in net and says "gimme puck" (to hold and put another player in net).
After Alassau holds puck as goalie, Tijo becomes new goalie. Alassau goes behind net and then passes puck to Tijo to hold as goalie.
After Tijo holds puck as goalie, Halo becomes new goalie. This happens about 1 min into the game (first period).

Mar Sara views any continuation of this positioning as "win by forfeit" coming to Mar Sara.

Teroh speaks in the cast: "I dont really care. To be honest, I'm over it"
Teroh via in-game chat: "idc really if Daggius wants to double dip his main zhl goalie as his probe"

Note that the content of this post is not intended to address whether or not Teroh's initial ruling (Halo not allowed in net) was appropriate or consistent with the "Spirit of Probe League" or other published rules. The point is that ruling changed mid-series and mid-game.

Teroh was under the impression that Halo had played 8 regular season games because that was what the stats page had for him, thus making him ineligible to play goalie for the probe team. However, Halo only had 5 regular season games and at the time, the 3 playoff games he played in were included in his games played which should not have been the case and has since been fixed. Once Teroh was informed of this, he allowed Halo to goalie. Not really sure what you want to have happen, it's your fault for trying to go easy on the other team lol.

Any player drafted in the original Draft who has played 6 or less games in ZHL during the Regular Season is eligible to play in any position.
From the rulebook. Halo had played 5 regular season games, plus 3 playoff games. The rule states that only regular season games count. Thus Halo was allowed to goalie during those probe game, as the rulebook states. What you failed to mention is that teroh via stream said that Halo IS allowed to goalie from game 2 and on.

You can keep crying about it later, you had the chance to win both games, especially the last one when you were absolutely 100% aware that halo was goalie.

Like I said in original post, I did not post it to discuss Teroh's initial ruling or whether it was valid. I posted about the change in ruling that was made mid-game in game 2.
But if you want a reply regarding the 6 season game rule: that is only one of several rules. Teroh was quoted as saying "not in the spirit of probe league". Refer to the rule that may trump all other rules. Just because some rules were satisfied, League Management is allowed to make rulings per this Spirit of Probe rule.
“The Spirit of Probe League Rule” – This is an intentionally vague rule intended to be enforced by League Management for the best interests of Probe League. I did mention the following quotes. I didn't bother watching replay and writing down any later statements, since these below are sufficient to interpret as ruling changed from disallowed to allowed to be goalie.

Teroh via in-game chat: "idc really if Daggius wants to double dip his main zhl goalie as his probe"

I don't think Teroh meant to actually reference the "spirit of probe league" rule, that was just his way of communicating that HALOUNSC played too many ZHL games to play goalie in probe. When he was informed the stats were incorrect, he reversed his ruling.

Also Halo wasn't Redstone's primary ZHL goalie, or he would've had more than 6 games played in ZHL. The only reason he started all 3 games in their playoff series was because CountryKen wasn't there. If Ken was there, Halo would've only played 1 (game #2 was central) of the 3 playoff games.

The "spirit of probe league" rule is intended for players who would completely ruin the balance in probe league. A situation like Proster signing up for free agency, and then somehow being eligible for probe playoffs, would fall under a spirit of probe league ruling to keep him out of there.

IMO if HALOUNSC isn't allowed to play probe for the sole reason that he's "the best goalie on the roster", then neither is fancypants, for the same exact reason.

imo I'd rather not see two ZHL caliber goalies playing their strong position in probe. That doesn't seem to be in the spirit of probe league.
